Paper Tiger, Roaring Dragon
Paper Tiger, Roaring Dragon. This is the title of the final evaluation of Oxfam Novib's Strategic Partnership with SOMO (March 2021) focusing on Right to food, Finance for development and Conflict and fragility. This evaluation was also based on stories (Stories of Change). In this case we collected stories to complement a Contribution Analysis exercise. We also used elements of Collective System Analysis to see if the programme had contributed to 'system change'. We worked together with Theo van Koolwijk and Marlèn Arkesteijn.
